Eich: Expect more frequent JavaScript updates

At least one of the optional Windows updates Microsoft released yesterday is running into problems. Messages are popping up in every corner of the Web that patch KB 3022345 -- an "update to enable the Diagnostics Tracking Service in Windows 8.1 and Windows Server 2012 R2" -- triggers an installation failure 800F0922.
